Under the 2020 California State Budget Act, Senate Bill 74, the Sacramento County Office of Education (SCOE), in partnership with the California Department of Education (CDE), convened two workgroups charged with providing recommendations to state policy-makers aimed at improving opportunities and outcomes for California’s students with disabilities:
- The Individualized Education Program (IEP) Workgroup, and
- The Alternative Pathways to a High School Diploma (AP) Workgroup.
From December 2020 through July 2021, the workgroups met regularly and engaged in targeted research and stakeholder engagement to inform the development of state policy recommendations. Each workgroup developed a final report, including its vision statement, key context and background information, and a set of recommendations with corresponding implementation considerations.
SCOE submitted the final reports on October 1, 2021, to the chairs of the relevant policy committees and budget subcommittees of the Legislature, the Executive Director of the State Board of Education, the Superintendent of Public Instruction, and the Director of Finance.
SCOE is deeply appreciative of the outstanding service and innovation put forth by the workgroup members in pursuit of better outcomes and greater equity for students with disabilities. Moving forward, SCOE welcomes the opportunity to make their recommendations a reality.
