Inclusive education ensures that all students—with and without disabilities—have equitable access to learning opportunities. An organization-wide vision, commitment, and careful planning are required to increase meaningful, effective, and inclusive school experiences for students with disabilities.
Inclusion Academy for School Districts
During the 2024–25 school year, SCOE launched an Inclusion Academy for local school districts and charter schools. It was conducted in partnership with the El Dorado County Office of Education (EDCOE) through California’s Supporting Innovative Practices (SIP) project—a state technical assistance project housed at EDCOE. Sessions focused on building inclusive culture, policies, and practices.
A diverse team of leaders identified ways to improve inclusivity and access for students with disabilities. They worked to identify ways to address barriers and leverage data to promote accountability. Participants also connected with statewide technical assistance support projects, creating shared plans for positive change and identifying key people to help lead these efforts.
SCOE Leading by Example
Internally, SCOE conducted similar training sessions for its own staff, which concluded on March 19. It encouraged departments to develop strategies to support districts in implementing their plans. SIP Director Kevin Schaefer joined Stephanie Coleman, SCOE’s Coordinator of Inclusive Practices and Systems, to lead sessions that addressed critical topics, including ableism, implicit bias, and systemic barriers to inclusion.
SCOE departments discussed the districts’ plans and identified ways they can support their implementation, challenging existing structures and helping to ensure all students are fully included in educational opportunities. They also committed to asking guiding questions: Is everyone at the table? Are programs designed for maximum accessibility? Is the full range of learners being considered?

The Sacramento County Office of Education (SCOE) is a recognized leader in providing education services, working to break down barriers and implementing best practices that benefit all learners.
